Under 49 CFR Part 390.21, every qualifying commercial motor vehicle must display its USDOT number and legal business name on both sides of the cab. The federal regulation does not use the phrase "permanently affixed" — but several jurisdictions do, and the distinction carries real consequences at roadside inspections.
New York City is the clearest example. NYC Traffic Rules § 4-01(b)(i)(C) explicitly requires commercial vehicle markings to be permanently affixed in characters at least 3 inches high.
