Federal law under 49 CFR Part 390.21 doesn't actually specify a character height for either the business name or the USDOT number — the only federal standard is that the marking must be "readily legible during daylight hours from a distance of 50 feet." The 2-inch minimum is the industry-standard interpretation of that legibility rule, and most state DOTs enforce it as the practical floor.
In practice, that 2-inch standard applies to the USDOT number and to the legal business name equally. Both have to be readable from 50 feet, so both need to meet the same height spec.
You can display your business name larger than your USDOT number for branding — and most fleets do — but you shouldn't go smaller. If your USDOT line is 2 inches, your company name should be at least 2 inches as well.
